The Foundation was formed as a 501(c)3 organization in January 2003 to honor the memory of Louise Tumarkin Zazove (1915–1994) and her longstanding commitment to the Deaf community and higher education. Since that time the Foundation has provided assistance to more than 58 recipients attending colleges nationwide.
